PopupOverlayMounts gives every mounted popup its own persistent crate::app::Runtime, element-tree namespace, and input router. The selected host remains responsible for choosing popup geometry; this module consumes the bounds recorded in crate::popup::PopupPortal and produces overlay scene layers that can be appended after the owner window scene.
